Seventh Pay Commission for Central Staff announced - 26/09/2013

   

 



FM: Prime Minister Approves the Constitution of Seventh Central Pay Commission; Recommendations are Likely to be implemented with effect from 1st January, 2016 


                                  The Finance Minister Shri P.Chidambaram in a statement said here today that the Prime Minister has approved the constitution of the Seventh Central Pay Commission.
            The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented as follows:

4th CPC                       1.1.1986
5th CPC                       1.1.1996
6th CPC                       1.1.2006

            The average time taken by a Pay Commission to submit its recommendations has been about two years.  Accordingly, allowing about two years for the 7th CPC to submit its report, the recommendations are likely to be implemented with effect from 1.1.2016.

            The names of the Chairperson and members as well as the terms of reference (ToR) of the 7th Pay Commission will be finalised and announced shortly after consultation with major stakeholders.

Union Cabinet approved the proposal to enhance the ceiling of ex-gratia bonus to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/-

The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14.

The increase in bonus calculation ceiling will restore the long established parity between regular departmental employees and Gramin Dak Sevaks on the issue of payment of bonus. This decision will benefit 2.63 lakh Gramin Dak Sevaks working in the Department of Posts, who play a very vital role in providing postal, financial and insurance services in the rural, hilly and tribal areas of the country.

Union Cabinet approved 10% dearness allowance hike to Central Govt Employees and Pensioners

The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent.

            Hence, the Central Government employees as well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the basic with effect from 01.07.2013. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

            The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs. 10879.60 crore per annum and Rs. 7253.10 crore in the financial year 2013-14 ( i.e. for a period of 8 month from July, 2013 to February 2014).

            Postmaster General, Hyderabad / Kurnool / Vijayawada / Visakhapatnam Region are requested to issue necessary orders to the officials concerned immediately.  On receipt of the posting orders, the officials may please be relieved immediately to join in his / her promotional post in case there is no Vigilance / Disciplinary case pending against him / her.

            If the official is  drawing the pay scale of Rs. 5200 – 20200 with grade pay of Rs. 2800/- and Rs. 9300 – 34800 with grade pay of Rs. 4200/-  is not eligible for any pay fixation under the provisions of FR 22(I) (a) (1).  If the official is not drawing the pay in the pay scales referred to above may exercise their option for pay fixation under the provisions of FR 22(I) (A) (1) within one month from the date of assuming the charge in the new post.

The official should accept / decline the promotion unconditionally in writing within one month from the date of issuance of this order.  In case the official declines promotion, a letter declining the promotion unconditionally may please be obtained immediately and be forwarded to this office for its acceptance.  No correspondence in this regard will be entertained.  If he / she declines the promotion,  they should note that they are not eligible for promotion to the cadre of Norm based LSG for a period of 1 (one) year either on regular or adhoc basis from the date of declination. Further the officials who decline promotion will not be considered for financial upgradation under MACP scheme, if any due, as per the existing rules / instructions till they accept promotion.

No representation for reallotments will be entertained before joining in the new post in LSG cadre in the Region allotted.   Hence, representations received from the officials for reallotment before joining in the promotional post need not be sent to this office.  Charge reports may please be sent to all concerned in due course.   

Divisional Superintendents concerned may please be instructed to relieve the officials forthwith so as to enable the officials to join in the promotional post on or before 12.10.2013.  A compliance report may please be sent by19.10.2013.

Loksabha Passes Pension Bill

The Lok Sabha today passed the Pension Fund Regulatory and Development Authority Bill 2011, which will open the doors for foreign investment in pension funds. The bill aims to create a regulator for the pension sector and extend the coverage of pension benefits to more people. The Pension Bill has been hanging fire since 2005 when it was first introduced in the Parliament. It was again reintroduced in 2011.


Features of New Pension Bill




1: The Pension Fund Regulatory and Development Authority Bill 2011 will give statutory powers Pension Fund Regulatory and Development Authority (PFRDA) which was established in August 2003 as a regulator for the pension sector.

2:  The bill allows 26% foreign direct investment (FDI) in the pension sector or such percentage as may be approved for the insurance sector, whichever is higher. At least one of the pension fund managers shall be from the public sector.

3:  The subscriber seeking minimum assured returns shall be allowed to opt for investing their funds in such scheme providing minimum assured returns as may be notified by the authority.

4: Withdrawals will be permitted from the individual pension account subject to the conditions, such as, purpose, frequency and limits, as may be specified by the regulations.

5: This bill would also provide subscribers a wide choice to invest their funds including for assured returns by opting for government bonds etc as well as in other funds depending on their capacity to take risk.

6:   The passage of the bill could see pure pension products coming into the market. At present most of the pure pension products available in the market are linked with insurance coverage.

7: In 2005, the government had earlier introduced a pension bill but it lapsed as the Lok Sabha's term got over before the legislation could be passed.

8: The Pension Fund Regulatory and Development Authority Bill 2011 was reintroduced in the Lok Sabha in 2011 by the then finance minister Pranab Mukherjee and it was subsequently referred to a standing committee.

9: PFRDA's National Pension System (NPS) was made mandatory for all new government recruits, except armed forces, joining after January 1, 2004.

10:   The NPS was later opened up to all Indian citizens from 2009 on a voluntary basis.


11:  The NPS allows its subscribers to invest in stock markets but there is a cap on equity investment. The NPS also offers subscribers the option of selecting the fund managers of their choice.

12:   The pension bill could help channelize funds into building long-term assets for the country, including the infrastructure sector. The government wants to ease rules for insurance and pension sectors to allow them to invest in infrastructure, where it is seeking $1 trillion investment till 2017.
