Proposal for raising Retirement Age to 62 waits for Cabinet Approval
We have heard it so many times . Every one of us got tired of hearing this rumour again and again. But this time this news may not fade away just as a rumour.
Because the series of events that had happened until now listed below are telling that it will be come true soon.
1. Though there is no any demand from any corner to raise the retirement age of central government employees to 62 years, a parliamentary panel has recommended a proposal to increase the retirement age of government servants to 65 years. The report of the standing committee of Parliament on social justice and empowerment tabled in the Parliament on 7th of this month. Ample justification also was given for their recommendation to increase the retirement age.
2. A reliable source close to a Cabinet Minister told that, the Cabinet Minister himself, while addressing to the Trade Union Wing of his party told ‘the Central Government would announce some important decisions in respect of central government employees within a week or two. This will be good news for all the central government employees.’
3. A close ally of a Central Minister told that, in a meeting held with the leaders of the state unit of his party day before yesterday, the Minister told the Leaders ‘a proposal of increasing retirement age of central government employees to 62 years has been waiting for Cabinet nod. It is expected that the cabinet will clear this proposal within a week. After it gets the Cabinet Nod, the formal announcement will be made by Central Government before the Election announcement.’
The above information clearly indicates that some Good News for central Government Employees are waiting to be announced within a week or two. All the central government employees know what that good news is!
The expected good news will be either increasing retirement age or Merging 50% DA with Basic Pay or Both!
Ongole Division Bi-ennial conference
Ongole Division bi-ennail conference was held at Head Post Office, Ongole on 16.2.2014 under the presidentship of Sri K.Veeraswamyreddy divisional president. Sri D.Kishanrao, GS, Sri G.Nageswararao Circle president Sri CH.Lakshminarayana CS NUGDS were attended along with our CS. The developments in the department and other important issues were discussed. Finally Sri K.Veeraswamy Reddy and Sri K.Mark were elected as Divisional President and Secretary respectively. The Circle union congratulates the newly elected office bearers.

Strike on 12th Feb 2014 a Grand Success
ALL THE CENTRAL GOVT. EMPLOYEES INCLUDING POSTAL, RMS & GRAMIN DAK SEWAKS EMPLOYEES WHO MADE THE BEGINNING OF THE TWO DAYS STRIKE A MARVELOUS AND THUNDERING SUCCESS. THE HISTORIC 48 HOURS NATION WIDE STRIKE COMMENCED AT 00:00 HRS ON 12.02.2014
13 LAKHS EMPLOYEES INCLUDING 5 LAKHS POSTAL EMPLOYEES JOINED THE BIGGEST STRIKE OF CENTRAL GOVT. EMPLOYEES AFTER 1968 ON CENTRAL GOVERNMENT EMPLOYEES COMMON DEMANDS.
FUNCTIONING OF ALL CENTRAL GOVT. OFFICES (OTHER THAN RAILWAYS & DEFENCE) COMPLETELY PARALYSED AND CAME TO A STANDSTILL. 1,55,000 POST OFFICES AND RMS OFFICES INCLUDING BRANCH POST OFFICES CLOSED. WARNING AND THREAT OF VICTIMISATION BY THE GOVT COULD NOT DETER THE EMPLOYEES FROM JOINING THE STRIKE. PENT UP DISCONTENTMENT AND ANGER OF THE EMPLOYEES BURST OUT LIKE A VOLCANO.
EVERYWHERE ENTIRE EMPLOYEES ARE ON STRIKE AND IN MAJORITY OF THE STATES/CIRCLES AND DEPARTMENTS IT IS ALMOST NEAR TOTAL.
UPA GOVERNMENT IS NOT READY TO CONCEDE ANY OF OUR DEMANDS, JUST AS IN THE CASE OF BANK EMPLOYEES.

Organisation meeting at Hyderabad on 9.2.2014
An
important meeting with all CWC members and Divisional/Branch secretaries of
National Union of Grup-c and National Union of Grameena Dak Sevaks of Andhra
Pradesh circle was held on 9.2.2014 at RJCM office, Chikkadapally under the
presidentship of Sri D.Kishanrao, GS NUPE Gr-c. Sri G.Nageswararao President NUPE Gr-c AP Circle, Sri
G.Shankargoud ASG, FNPO, Sri M.Murali President NUGDS, Sri Ch.Lakshminaryana CS
NUGDS and CS NUPE Gr-c addressed the meeting on GDS organizational issues. Many
of the divisional secretaries and CWC members expressed their view for
strengthening the GDS union to got recognisation in general verification 2015. All
are decided to go on Feb 12th and 13th strike and made it
a grand success.
After
that sri D.Kishanrao GS NUPE gr-c explained the latest developments in the
department and Cadre Restructuring meeting issues. Our Circle union thanked Sri
D.Kishanrao for his valuable advises.
Parliamentary panel urged to raise the retirement age to 65 years
NEW DELHI: A parliamentary panel has urged the Centre to raise the retirement age to 65 years, noting that growing lifespan was adding to the need for "productive ageing".
The recommendation for increase in retirement age comes with a reminder that senior citizens would form 12.4% of the total population in 2026 from 7.5% in 2001.
"The committee feels
that with the increase in life expectancy and relatively better state of health of people, the government needs to look at continuity of employment up to 65 years," said the report of standing committee of Parliament on social justice and empowerment tabled on Friday.
It also recommended that government look at greater post-retirement opportunities for senior citizens and create greater financial support for the elderly by hiking the old age pension to Rs 1,000 per month from the present Rs 200 for those above 60 years and Rs 500 for those above 80 years.
While suggesting immediate redressal for the ageing population, the panel sought to train the government’s focus on the 60-plus group by pointing out that its growing numbers would be a serious challenge in health and social care.
Specifically, it underlined that as per population projections, the 80-plus bloc, the most-vulnerable group, would see a sharper rise in numbers.
The urgency of parliamentarians towards senior citizens comes amid growing global realization that increasing lifespan is creating a new demographic bloc requiring state intervention.
Seeking government attention, the committee noted that senior citizens comprised 7.5% of the total population in 2001 but their share is likely to increase to 12.4% in 2026. Importantly, UN projections say while India’s population will rise by 55% by 2050, that of 60-plus would increase by 326% and that of 80-plus would go up by 700%.
Given the rising challenge, the panel headed by Hemanand Biswal found the government response inadequate, noting that "issue of rapid population ageing in the country has not received due attention of the government and the community at large".
The panel said special focus should be on the octogenarian bloc. "This age group is the most vulnerable and runs the risk of getting dementia, Alzheimer’s disease, Parkinson disease, depression in their older years," it said, and asked the Centre to constitute an expert group of relevant government departments to devise specialized healthcare programme for them.

Cadre restructuring Committee Meeting - Proposals arrived
The cadre restructuring committee meetings were held on 04-02-14 and 05-02-14 and Department mooted the following final proposals.
1.The C& B class offices will be placed in the in the LSG with Grade Pay of Rs 2800
2.The offices in Tripple hand and LSG will be placed in the grade pay of Rs 4200
3.The HSG-II Postmasters and Sub postmasters will be placed in the Grade pay of Rs 4600
4.After carving out the proposal the HSG-II will be placed in the Grade pay of Rs 4800 after 4 years
based on the percentage in the postal side the same ratio and percentage will be maintained in RMS/Admn./SBCO etc.

successful out of the total 21 vacancies announced.The result of one OC

Today the department called for a meeting to discuss the charter of demands. The following attended from FNPO side:

The Department is not ready to discuss part-I of the charter of demands. Staff side demanded to record our protest on the charter of demands relating to part-I. It was agreed by the official side that the Postal board will inform our displeasure to the Government.
In regard to Postal demands under part-II, 9 items were discussed in detail. The Department is not ready to consider Postal demands seriously. FNPO recorded a protest that the earlier agreements were also not honored fully. After the meeting, General secretaries discussed the developments and decided to go on strike as per the schedule.
The Branch/Divisional Secretaries are requested to go with strike programme seriously and make thundering success.

NUGDS delegation met Sri Kapil Sibal, union minister for communications & IT
A delegation consisting of office bearers of "National Union of Gramin Dak Sevaks" led by the Union Minister of State (Independent Charge)for Micro, Small And Medium Enterprises,Mr K H Muniyappa called on the Union Minister for telecommunication Mr Kapil Sibal in New Delhi on Feb-06 and appealed the Union Government for
1) Proportionate Wages (By all Means)
2) GDS Pension Scheme(Service Discharge Benefit Scheme) is to be restructured as similar to contributory pension scheme of Central Government Employees 10% contribution from TRCA of GDS Employees and matching amount from Government should be ordered. Now it is Rs. 200/- at flat rate.
3) GDS gratuity is to be revised maximum as 16.5 times.
4) In the case of maternity grant the scheme should be restructured so as to get them the benefit now granted to regular employees. i.e., six months maternity leave + two years child care leave for 2 child births.

2. Tripple handed and LSG offices will be upgraded HSG and grade will be given 4200
3. SPM's and HSG-II PM's will be upgraded with grade pay 4600
4. After carving out cadre the officers drawing grade pay 4600 will be given 4800 after 4 years of service.
5. The same proportionate will be given in Admin/RMS/SBCO cadre also . Same will be applied to postman cadre and no cadre restructuring in MTS cadre.
In this regard All requested to give suggestions to the union to take up with higher levels.
