JCM DELEGATION PROPOSED BEFORE THE 7TH CENTRAL PAY COMMISSION

During 2 days deliberations on 23rd & 24th March, 2015, the JCM (Staff Side) delegation have pleaded before the 7th Central Pay Commission to recommend minimum wage of Rs. 26,000/- per month on the basis of 15th ILC Norms/Aykroyd Formula. Some of the important submissions made before the Pay Commission are listed below:

Wage ratio between the lowest and highest should be 1:8.

Revised pay scales and allowances should be given effect from 01/01/2014.

3.7 multiplication factor should be applied to arrive at the revised pay. Special Pay concept should be restored back.

HRA should be revised to 60%, 40% and 20% of pay for ‘X’ ‘Y’ and ‘Z’ class localities/cities respectively.

Children Education Allowance should be revised and extended to cover higher studies also.

Increment rate should be 5% of pay.

Five promotions during service.

Special Duty Allowance for North Eastern Region be revised to 37-1/2%.

House Building Amount should be increased and interest rate should be reduced.

6th CPC Anomalies may be got addressed through a special mechanism.

Flexi timings for women employees besides additional leave facilities etc.,

Pension

Pay Commission was urged to recommend parity in Pension.

Minimum Pension should be fixed at 67% of last pay drawn.

Gratuity amount should be upwardly revised.

All the issues contained in the J CM memorandum were explained to the Commission with cogent logic, merits and Precedents. S/Shri M. Dear Comrades,

The 7th CPC had asked the JCM Staff Side to present their case before the Commission for wage revision on 23rd and 24th March 2015. Accordingly, the Standing Committee of the Staff Side met on 22nd March and again 23rd March 2015. The presentation was made on 23rd and 24th March 2015 before the Commission.

We have discussed the memorandum, chapter wise and the Commission made a very patient hearing and interacted with us seeking clarifications on certain matters. It is not possible to provide a detailed account of the discussions. However, we are to inform you that we came out of the discussion with a very good impression and satisfaction.

1. The Commission will adopt Minimum Wage Concept(Dr. Aykhrod Formula) as the principle of wage determination. They will however, collect the retail rates of the commodities that go into the basket.

2. We have pleaded for the adoption of the best international practices while fixing the highest salary.

3. On the demands for Interim Relief and Merger of DA, the Commission finally said that those can only be considered if Terms of Reference are amended.

4. The Commission agreed that there had been reduction in the sanctioned strength and working strength over the years despite the increased workload.

5. They have also noted that there was substantial reduction in percentage terms of the expenses on salary and wages over the years.

6. The Commission enquired, as to how multiplication factor of 3.7 was arrived at. The same was explained in detail.

7. Fitment Formula and the demand on Fixation of Pay on Promotion, were appreciated as the rationale was explained.

8. Date of effect: No commitment or comment was made by the Commission. The Staff Side explained, as to how they compromised by shifting the date from. 01.01.2011 to 01.01.2014.

9. The institution of Special Pay, especially in the wake of de-layering was explained.

10. Common Categories: We have requested the upgradation and amalgamation of the cadres of LDC with UDC and the need for bringing about parity in pay scales of the Subordinate Offices with the Central Secretariat. The problems of Staff Car Drivers were also elaborated. The contractorisation and casualisation at lower level positions and the consequent exploitation of the labour were discussed at length. The Commission has made a proposal to do away with the contractorisation/casualisation. Staff side will discuss the proposal and will send its views to the Commission in due course.

11. Classification of Posts: Our proposal has not been found favour.

12. GDS: While sympathizing with the Staff Side, the Commission wanted them to approach the Government with a view to amend the Terms of Reference.

13. Allowances and Advances: Detailed discussions were held on HRA, CCA, Transport Allowance, CEA and Special Allowance for personnel posted at North East Region. Chapters dealing with the facilities was also discussed at length, including compassionate appointment. On holidays, we have requested to include May Day in the list of holidays. The background of observance of May Day was enquired by the Commission and explained.

14. Pension and Retirement Benefit – NPS: Commission stated categorically that NPS being an Act of Parliament, they will not make any comment thereon.

Pension Computation: The rationale of 67% was explained and appreciated.

Minimum Pension: our demand for 2/3rd of the Minimum Wage was also explained.

Parity in pension of past and present pensioners was fully explained, linked with one rank -one pension scheme for Defence Personnel. We have pleaded that Civilian Pensioners should not be discriminated against. Demand for Additional Pension for both Pensioners and Family Pensioners was explained. All matters concerning Family Pension were also discussed. So also, gratuity to be computed in accordance with the Gratuity Act.

There was good response for the demands from the Commission.

Restoration of commuted value of pension: The Commission will enquire the views of the Government as to what is their objection to the demand.

Medical facilities for pensioners and discrimination between Pensioners in CGHS area and CCS(MA) Area as also the Postal Pensioners was brought home including the higher Fixed Medical Allowance for ESI persons.

Certain clarifications/elucidations have been asked for by the Commission. To provide such clarifications, another meeting with the Commission might be held after the Commission’s interaction with other organizations. The Staff Side may meet the Commission after their interaction with the other organizations are over.

ఫ్రాన్స్‌లోని ఆల్ఫ్సా పర్వతాల్లో 'ఎయిర్‌బస్ ఏ-320' విమానాన్ని ఉద్దేశపూర్వకంగా కూల్చేసి 150 మందిని జర్మనీ వింగ్స్ కో-పైలట్ ఆండ్రియాస్ లూబిడ్జ్ పొట్టనబెట్టుకున్నాడు. ఇతని గురించి విచారణలో షాకింగ్ న్యూస్‌లు బయటపడుతున్నాయి. ఆండ్రియాస్ మానసిక రోగి అని, విమానాన్ని కూల్చేసిన రోజు వరకు కూడా మానసిక వ్యాధికి కౌన్సెలింగ్ తీసుకున్నాడని ప్రముఖ జర్మనీ వార్తా పత్రిక 'బిల్డ్' శుక్రవారం వెల్లడించింది. 
 
బాత్‌రూమ్‌కు వెళ్లిన పైలట్ ను తిరిగి కాక్‌పిట్‌లోకి రాకుండా క్యాబిన్ డోర్‌ను లాక్‌ చేసి విమానాన్ని తలకిందులుగా తీసుకెళ్లి పర్వతాల్లో కో-పైలట్ లూబిడ్జ్ కూల్చేసినట్టు గురువారం ఫ్రెంచ్ ప్రాసిక్యూటర్ వెల్లడించిన నేపథ్యంలో.. వచ్చే ఏడాది పెళ్లి చేసుకోవాలనుకున్న గర్ల్ ఫ్రెండ్, రెండు వారాల క్రితం అభిప్రాయ భేదాలొచ్చి తనతో విడిపోయిందని, అప్పటి నుంచి ఆయన మానసిక జబ్బు మళ్లీ తిరగతోడిందని, అందుకోసం సైకో థెరపీ కింద కౌన్సెలింగ్ తీసుకుంటూ వచ్చాడని ఆ పత్రిక పేర్కొంది. తీవ్ర మనస్తాపంతో రగిలిపోతున్న టూబిడ్జ్ విమానాన్ని కూల్చేయడం ద్వారా ఆత్మహత్యకు పాల్పడ్డాడని తెలిపింది. 28 ఏళ్ల లూబిడ్జ్ 2008లో పైలట్ శిక్షణ సందర్భంగా కొన్ని నెలలపాటు సెలవు తీసుకొని మానసిక జబ్బుకు సైకో థెరపి తీసుకున్న విషయం కూడా శుక్రవారమే వెలుగులోకి వచ్చింది.
 
విమాన ప్రమాద సంఘటనపై వివిధ కోణాల్లో దర్యాప్తు జరుపుతున్న పోలీసు అధికారుల బృందం గురువారం నాడు నాలుగు గంటలపాటు మోంటబార్‌లోని కో-పైలట్ లూబిడ్జ్ ఫ్లాట్‌ను శోధించగా ఓ గర్ల్ ఫ్రెండ్‌తో వ్యవహారం ఉన్నట్టు, మానసిక వ్యాధికి ట్రీట్‌మెంట్ తీసుకుంటున్న విషయం వెలుగులోకి వచ్చింది. పైలట్ శిక్షణ సందర్బంగా కొన్ని నెలలపాటు లూబిడ్జ్ సెలవుపై వెళ్లినట్టు ధ్రువీకరించిన లుఫ్తాన్సా విమానయాన సంస్థ హెడ్ కార్‌స్టెన్ స్పార్..  అతడి మానసిక వ్యాధి విషయాన్ని మాత్రం వెల్లడించలేదు. 
 
లుఫ్తాన్సా విమానయాన సంస్థ తరపున అమెరికాలోని ఆరిజోనాలో పైలట్ శిక్షణ పొందిన లూబిడ్జ్ ఏకంగా ఏడాది పాటు మానసిక వ్యాధికి సైకో థెరపీ తీసుకున్నాడని తెల్సింది. అయితే అన్ని పరీక్షలతోపాటు, మానసిక పరీక్షల్లో కూడా ఉత్తీర్ణుడయ్యాకే ఆయన్ని పైలట్ గా ఎంపిక చేశామని కార్‌స్టెన్ స్పార్ తెలిపారు. లూబిడ్జ్ నివాసంలో దొరికిన పత్రాల ప్రకారం విమాన ప్రమాదం జరిగిన ముందు రోజు వరకు కూడా మానసిక వ్యాధికి కో-పైలట్ కౌన్సెలింగ్ తీసుకుంటూ వచ్చాడు. విమానం ఎక్కే సందర్భాల్లో కూడా డాక్టర్ సలహా తీసుకున్నాకే విమానాన్ని నడపాల్సి ఉంటుందని కూడా ఆయనకు వైద్యం చేస్తున్న సైకాలజిస్ట్ సూచించారు.

TODAY THE FNPO UNIONS GAVE ORAL EVIDENCE BEFORE THE  PAY COMMISSION.  THE GENERAL SECRETARY MADE THE POWER POINT PRESENTATAION ON THE ANOMOLIES FACED BY THE CADRE.
1.THE PRIVILEGE GIVEN BY THE 3RD CPC AGREEING THE POSTAL CLERKS A UNIQUE CADRE  AND GRANTED ALLOWNCES
2.FOURTH PAY  COMMISSION AGREED THAT THE POSTAL ASSISTANTS ARE HIGHER THAN THE  UDC AND GRANTED UP GRADATION FROM UDCS TO HIGHER GRADE AND PLACED IN THE RS 4000/
3.THE FIFTHH CPC THOUGH AGREED WITH THE RECOMMENDATIONS OF THE DEPARTMENT THAT THE QUALIFICATION SHOULD BE ENHANCED AND AS PER THE MULTIFARIOUS NATURE OF DUTIES ENHANCED PAY SHOULD BE GRANTED- NOT AGREED AND DID NOT MAKE ANY RECOMMENDATION.
4. THE SIXTH PAY COMMISSION DID NOT SETTLE THE ANOMALY AND WITH INTRODUCTION OF PAY BAND AND GRADE PAY THE PRIVILEGE OF UP GRADATION  HAS LOST.
5.THE  ANOMALIES IN THE  PROMOTION OF THE  POSTAL ASSISTANTS HAS TO BE SETLED
6,ALL THE ALLOWANCES SHOULD BE RESTORED

THE CPC MADE A PATIENT HEARING  AND NOTED DOWN SPECIALY ABOUT THE CADRE RESTRUCTURING AND TO CLINCH THE ISSUES.FURTHER DETAILES WILL FOLLOW.

THE ISSUES  OF GDS WERE PRESENTED AND THE MEMORANDUM SUBMITTED TO THE CHAIRMAN AND THE CHAIRMAN STATED THAT THERE IS NO OBJECTION FOR THE PAY COMMISSION TO ACCEPT BUT THE JUDICIARY HAS TO RESPOND AND AWAITING FOR IT.

Subject: Revised Timings for CGHS Wellness Centres

The undersigned is directed to refer to the OM of even no. dated 26th March, 2013 vide which the revised timings of 8.00 AM to 3.00 PM in the CGHS Wellness Centres were enforced w.e.f. 1st April, 2013. This Ministry has received representations from association of doctors of CGHS (All India G.D.M.O. Association) and other sections of CGHS beneficiaries for changein duty hours/ timings of the Wellness Centres. In this regard, after due consideration, it has been decided to further revise the timings of CGHS Wellness Centres from the current timings of 8.00 AM to 3.00 PM to the revised timings of 7.30 AM to 2.00 PM as per the following details :

1. The CGHS Wellness Centres will be functional from 7.30 AM to 2.00 PM without a lunch break, on a trial basis for three months w.e.f. 1st April, 2015.

2. The CGHS Wellness Centres in New Delhi which are currently functional for 24 hours, will continue to function as usual in shifts.

3. The new timings will be applicable to all CGHS Wellness Centres in all CGHS cities across the country

4. The new timings would also apply to the AYUSH dispensaries / units under CGHS all over the country.

The new timings for CGHS Wellness Centres will be effective from 1st April, 2015 on a trial basis for three months. Further decision in the matter will be taken after considering feedback to this change.

This issues with the approval of Minister of Health and Family Welfare.

Railways launches RuPay pre-paid debit card service

Railway passengers can now book their tickets, do shopping and pay service bills using RuPay pre-paid cards, as the IRCTC launched the debit card service here today. 

The service was launched by the Indian Railway Catering and Tourism Corporation (IRCTC) in collaboration with the Union Bank of India and the National Payment Corporation of India.

"It is a union with your bank for customers' interest," Railway Minister Suresh Prabhu said here while launching the IRCTC-UBI RuPay pre-paid card. 

RuPay is India's own card payment gateway network like Visa and Master Card, and provides an alternative system for banks to provide a debit card service. 

Prabhu said Railways is partnering with banks and financial institutions to promote passengers' interest. 

"It is in line with Prime Minister Narendra Modi's financial inclusive programme as one does not need to have a bank account in UBI to have the card and you can avail it online also," Prabhu said. 

IRCTC Chairman and Managing Director A K Manocha said the card is a first-of-its-kind in the market as both virtual as well as physical cards are being issued to customers in two variants. 

Cards can be made available from UBI offices or through IRCTC online. Initially the service will be available for booking tickets and later on shopping and bill payments will be added. 

UBI CMD Arun Tiwari said "the card holder will get free Rs 1 lakh accident insurance coverage as part of the benefits to customers." 

In order to make the card attractive, reward points will be given on each transaction. 

One can have the card with a loading limit of Rs 10,000 with partial "Know Your Customer" (KYC) detail or Rs 50,000 loading limit with full KYC. 

Manocha said the first five transactions per card every month done on IRCTC for purchase of train tickets will be free and no transaction charges will be levied to customers for six months only. 

For every subsequent transaction post the free usage, customer will be charged Rs 10 per transaction. 

The transaction charge would be Rs 10 per ticket for booking a ticket through the card on the IRCTC portal. 


IRCTC had signed an MoU with UBI for executing the RuPay card project.

Private Banks to raise service charges, penalties

From April 1, customers of private banks have to spend more to avail of services. They will also face higher penalties for failing to maintain average balance in savings accounts. While banks are expected to cut lending rates from April 1, the increase in service charges and penalties will pinch customers.

All major private lenders - ICICI Bank, HDFC Bank, Axis Bank and Kotak Mahindra Bank - have decided to increase charges and penalties. ICICI Bank, India's largest private lender, will charge Rs 100 more for non-maintenance of average monthly balance in metros and Rs 50 more in semi-urban areas. The average monthly balance requirement for urban and semi-urban customers is Rs 10,000 and Rs 5,000, respectively.

The bank will also charge cash deposits by customers or customer representatives at branches not in the city where the account is opened. While it will levy Rs 5 for every Rs 1,000 deposited at counters, deposits in machines will be free for the first transaction every month; Rs 5 for every Rs 1,000 will be charged from the second transaction. So far, there were no charges for the first cash deposit at the counter every month; in machines, customers could deposit as many times as they wanted.

"With effect from April 1, in the event of non-maintenance of minimum monthly average balance, the bank will notify customers by SMS/e-mail/ letter, etc, in the event of the minimum balance not being restored in the account in the subsequent month, charges for non-maintenance of minimum monthly average balance will be applicable," said ICICI Bank.

From April 1, HDFC Bank will charge Rs 75 for every 25-page chequebook beyond the first. It will charge Rs 150-600 for non-maintenance of minimum average monthly balance for urban customers (minimum average monthly balance Rs 10,000) and Rs 150-300 for semi-urban customers (minimum average monthly balance Rs 5,000).

Axis Bank has increased service charge for the 'Prime Plus' account segment from Rs 250 a month for non-maintenance of minimum balance to Rs 5 for every Rs 100 shortfall compared to the average monthly balance requirement or Rs 350, whichever is lower.

A similar increase will be implemented for the domestic prime (excluding some categories) and non-resident Indian segments. All these charges will be applicable from April 1. Customers will, however, be given a grace period of 30 days to meet the balance requirement and in case of non-maintenance, the service fee will be applicable. These charges are for metro/urban areas.

Kotak Mahindra Bank has raised the charges for non-maintenance of average monthly balance in 'Edge' savings accounts. If the average balance is less than the required amount but more than half of it, a charge of Rs 300 will be imposed (earlier Rs 250). If the average balance is less than half the required amount, the bank will charge Rs 400 (against Rs 350 earlier).


The bank has said from April 1, in case of a default in maintenance of average monthly balance, it will notify the customer, adding the average balance requirement has to be met in the subsequent month (notice month). Else, non-maintenance charges for both the 'default month' and 'notice month' would be imposed, it added.
