Utilization of MACP-I, II and III officials in the Postal Operative offices

Chairman Sir,

This is regarding utilization of MACP-I, II and III officials in the Postal Operative Offices. On abolition of TBOP and BCR scheme Modified Assured Career Progressive Scheme (MACP) has been introduced vide DG Lr No: MACPS/2009-PCC dated 18.9.2009 w.e.f 1.9.2008.

Later for Rotational transfers purpose Directorate clearly stated in the memo no: FO:137-27/2010-SPB-II dated 10.6.2010 that “MACP Scheme clearly states that on grant of financial up gradation under the scheme, there shall be no basis. Thus, those who would continue to function ACP, change in the designation, classification or higher status. The Financial up gradation would be on non-functional against their existing posts”.

In this connection our opinion on the said item is “RJCM can’t take a decision against the Directorate orders”. Hence we may refer the case to Directorate once again by explaining the field level difficulties.
