DoP&T is the nodal department for manpower planning and policy. In order to formulate manpower planning and policies, Service Profile of various Services/ cadres/ posts in Govt. of India is required.
In view of the above, all the Ministries/ Departments are requested to furnish the requisite information (as per the proforma enclosed) for all the Services/ cadres/ posts under their administrative control latest by 30.09.19 positively. Government amends Rule 54 of CCS (Pension) Rules, 1972
On death of a Government servant while in service, the family is entitled to a family pension in accordance with Rule 54 of the Central Civil Services (Pension) Rules, 1972. The family pension was payable at enhanced rate of 50% of the pay last drawn for a period of 10 years, if the Government servant had rendered a continuous service of not less than seven years; thereafter the rate of family pension was 30% of the pay last drawn. In case the Government servant had rendered a service of less than seven years before his death, the rate of family pension was 30% from the beginning and family pension at enhanced rate of 50% of last pay drawn was not payable to the family.
The Government felt that the need for family pension at enhanced rate is more in the case of a Government servant who dies early in his career, as his pay at the initial phase of service is much less. The Government has, therefore, amended Rule 54 of the Central Civil Services (Pension) Rules, 1972 by a notification dated 19th September, 2019. As per the amended Rule 54, the family of a Government servant, who dies within seven years of joining service, will also be eligible for family pension at enhanced rate of 50% of last pay drawn, for a period of 10 years.
The above amendment would be effective from 1st October, 2019. However, the families of Government servants who died before completion of service of seven years within 10 years before 1st October, 2019, will also be eligible for family pension at enhanced rates with effect from 1st October, 2019. The benefit of amended provisions would be available to the families of all Government servants, including the personnel of CAPFs, in the unfortunate event of their death within seven years of joining Government service.

On 22-9-2019 joint biennial conference of NAPE c, NUPE PM&MTS and NUGDS of Parvatipuram division held at Hotel Saish Palace, Parvatipuram.
Sri Bellana Chandrasekhar, Hon'ble MP, Vizayanagaram, Sri Janapala Prasaad Babu, SRM Visakhapatnam, Sri Kantarao, SPOs Parvatipuram, Sri Sivaji Vasireddy, GS NAPE c, Sri Ch. Lakshminarayana CS NUGDS, Sri L.Krishnaprasad RR Visakhapatnam region, Sri Krishnamoorthy, President Co-op Society Vizag din Sri.Y. Narayanarao working president NUPE PM MTS AP circle are attended and addressed the conference.
After submitting declarations in April this is the first biennial conference and a large number of members are attended.
Sri Ranastalam Srnivasarao and Sri Goutam elected as Group c, DS Parvatipuram and Branch Secretary Bobbili unanimously. Sri Mallikarjun elected as DS PM MTS union and Sri P. Sitaram elected as DS NUGDS.
Circle union and CHQ conveyed best wishes to all newly elected office bearers. Two memorandums submitted to Hon'ble MP, regarding removal of Rule 3A(i) and extension of all welfare schemes of State Government to the GDS staff.

Workshop with representatives of service unions on sensitisation of IPPB.
Workshop with representatives of service unions on sensitisation of IPPB was held at Party Room I, Civil Services Officers Institute, Vinay Marg, Chanakyapuri, New Delhi -110021 on 19.9.2019.
On behalf of FNPO Sri.T.N.Rahate SG FNPO, Sri.Sivaji Vasireddy GS NAPE Gc, Sri.B.Shiva Kumar President NAPE Gc CHQ, Sri.G.Shankar Goud AGS NAPE Gc , Sri.N.Muzawar AGS NUPE PM&MTS ,Sri.A.Solanki Working President NUPE PM&MTS , Sri.Mahesh CS NUPE PM&MTS Kerala, Sri.P.U.Muraleedharan GS NUGDS , Sri.M.P.Chitra Sena President NUGDS were attended the work shop and submitted one Memorandum on the following issues.
• Consider IPPB work for calculation of workload to GDS staff instead incentive.
• Fix the targets for IPPB staff (field staff) and not for the end users.
• Counter PAs should be deployed on IPPB dedicated counters with providing additional manpower.
• The Posts of the officials who deputed (for 3 years which can be extended) to IPPB work should be filled up through recruitment.
• Field staff of IPPB should campaign in various institutions/industries to open salary accounts for their staff which will also help for our traditional savings bank business.
• Vide publicity though Print and electronic media about the features of IPPB services to the common public.
• Incentive/remuneration proposed for the Departmental staff should be credited automatically to their Personal accounts on monthly basis.
• Many of the third party services are included in the IPPB but the payment of PLI/RPLI premiums through IPPB which may help increase in transaction.
• Future vacancies in 650 branches of IPPB should be filled through our staff instead outsiders.
• Buffer stock of IPPB devices/mobiles may be maintained at sub - divisional level to replace the unserviceable to avoid inconvinience to the customers.
