Today meeting details :
On 17.2.2020 two meetings held under the Chairmanship of Member P, with all Federations on Health Insurence Scheme for GDS and Extention bussiness hours at POs. On behalf of FNPO B.Shivakumar SG, Sivaji Vasireddy, GS Napec, RH Guptha AGS Napec and PU Muralidharan are participated.
National insurance company and Oriental insurance company presentation given. Unions demanded for to take up matter through Mister for implementation of ESIC or otherwise 50% premium should be paid by the Department. Finally all are agreed to type up with OIC or NIC which more benifit to GDS on experimental basis for a year.
Regarding extention of bussines hours we opposed and told that it may be possible when there will be no problems in CSI or RICT including back office work. Administration asked the list of offices where Counter PAs and SPM are forced to stay beyond working hours due to connectivity related Tech problems and work load also.
So all CS are requested to get information about problematic SOs two atleast from each division in u r circle and submit the same to CHQ.

National Unions Joint Bi-ennial Conference : Darjeeling division.
24th Joint bi-ennial conference(NAPEc, NUPE PM&MTS and NUGDS) of Darjeeling division, WB held at Disha Training center, Kalimpong on 9.2.2020 under the presidentship of Sri Sujith.
B.Shivakumar, SG FNPO inaugurated the conference by hosting the FNPO flag. Sivaji Vasireddy, GS NAPEc, Rajat S Das, Ex-President, NAPEc CHQ, Koushik Chakraborthy, CS NAPEc, WB circle, Bidan Chowdary, Piv CHQ President, Dilip Das, CS PPAW, Chairman Kalimpong Muncipality, Private secretary of Darjeeling MP, SPOs Darjeeling, Cooch Behar DS and ACS Anirvan Choudary, Dinajpur DS Sanjoy Sarkar are participated and addressed the meeting. Beatufil cultural dance performed and very much response from the audience.
Sujith, Pema Doma Bhutiya and Ali are elected as President, Division Secretary and Treasurer for NAPEc unanimously. Bhaskar Choudary and Dabirul Haque are elected as division Secretary for Piv and NUGDS respectively. Gurudas Das is elected as Division Secretary for pensioner association.
FNPO, CHQ and Circle unions conveys greetings to the newly elected body and also appreciate the organizers of Kalimpong for better arrangements to guests/members.
CHANGE THE GDS RULES

Engagement of delivery staff/RMS staff in non delivery or non-mail related activities-reg.
Previously this order was withdrawn by Directorate. But Heads of all Circles send the feedback that it is convenient to engage postman and GDS in non-mail related issues particularly IPPB.
How, Circles decide that the daily work of GDS/Postman does not effect the doing of IPPB.
For particularly GDS, delivery is seperate , conveyance is seperate and doing BPM duty is seperate.
So many BPMs are having either mail conveyance or mail delivery and some of them are having the both. In this juncture how a single handed BPM performed his duty besides IPPB.
Majority of GDSBPMs in AP& Telangana were in second scale TRCA.Of course they are working beyond 8 hours but receiving the TRCA for 5 hours only as per C&E Rules 2011.
Is there any necessity to work on incentive scheme beyond 5 hours as ordered by DoP.
So, we demand the DoP, not to pressurise any GDS to do the business of IPPB as the scheme is mainly on incentive structure to GDS.
If any employee working with 8 hours of duty , then any organisation has a chance to announce incentive structure for those employees for working beyond 8 hours.
But our GDS system is Reduculate. In papers and Rules they assigned 5 hours only and asked to work on more schemes beyond 5 hours is unconstitutional and illegal.
And finally they ordered , all GDS must have the alternate source of livelihood for him/her self and his /her family.
Due to working on RICT device, it is not possible to do any alternate work in the concerned BOs.
We demand change the rules.
I think All GDS Leaders at All India Level of All Unions should ask this issue with Directorate by removing Rule 3A (I) of GDS Conduct & Engagement Rules, 2011 now it is amended as GDS C&E Rules, 2020 by providing 8 hours duty to all GDS.

This seems to be Department itself amended GDS Conduct &Engagement Rules,2011 and formulated 2020 Rules with out any permission from Communication Ministry or Central Government.
Due to this action it is very clear that these Rules are not statutory and they may be amended at any time any sub rule.
This time also Department ignored the Union Demand i,e.Rrmoval of Rule 3A(i) which states GDS are not allowed to perform their duty beyond 5 hours.By ignoring primary demand of GDS they amended do many sub rules.
We request all the National leaders to raise this issue at Directorate level for the removal of Rule 3A(i) which is not suitable in the present scenario and also illegal .
