Circle Secretary met CPMG on 9.3.16 about non considering of Rule 38 and Rule 3 transfers(GDS). CPMG not agreed to consider 2nd time Rule 38 transfer and we demanded to implement DG instructions dated 31.1.2014 where there is a 2nd provision for the officials. Finally CPMG agreed to reconsider the cases. Mnay of GDS Rule3 cases were also rejected by CO on the plea of "Hard and deserving cases". As there is only one chance in the entire service we demanded for consider all the cases on humanitarian grounds.
