Govt forms panel to revisit Gramin Dak Sevaks pay, benefits

The government has formed a committee to review pay structure and social security benefits provided to 'gramin dak sevaks'. The one-man committee will review and suggest changes in existing wage structures, facilities and other social security benefits provided to 'gramin dak sevaks' (GDS), according to a notification by the Communications and IT Ministry. Gramin dak sevaks are extra-departmental agents recruited by the postal department to serve in rural areas. They have been demanding pay and facilities at par with regular postal department employees. "The question of examining the conditions of service and emoluments and other facilities available to the Gramin Dak Sevaks (GDS) has been under the consideration of the Government of India for some time. The Government has now decided to set up a one-man committee for the purpose," the notification dated November 19 said. The Committee headed by Retired Member of the Postal Services Board Kamlesh Chandra will go into the service conditions of Gramin Dak Sevaks and suggest changes as considered necessary, it said. All India GDS Union last week had demanded that the panel should be formed under retired Supreme Court or High Court judge and not under chairmanship of a retired officer. In the letter to Secretary, Department of Posts, the union said that it will go on one-day hunger strike on November 27 at divisional offices, at circle offices on December 4 and in New Delhi on December 10 if the demand is not met. The committee will examine the system of branch post offices, employment conditions and the existing structure of wage and emoluments paid to GDS and recommend necessary changes. It will also "examine and suggest any changes in the method of recruitment, minimum qualification for appointment as Gramin Dak Sevaks and their conduct and disciplinary rules, particularly keeping in view the proposed induction of technology in the Rural Post Offices", the notification said. The Committee will function for a period of one year.

Easy steps to Calculate your Basic Pension in 7th Pay Commission

There are Two options have been given to Pensioners


First They have to calculate the Two options and  whichever is benefit for them They can select higher amount as their Pension

Option No.1 .  The existing Pension may be Multiplied by 2.57

Option No.2 . The Pay Scale  on their retirement and Number of increments they earned  to be taken for calculation

In that Case they should know their Pay Scale and Basic Pay drawn on the date of their Retirement and number increments they earned

By referring the Corresponding Pay scale in successive Pay Commission, they should identify their Sixth pay commission Pay band. If they Know their corresponding Pay Band in sixth Pay commission then it will be easy for them to arrive their Basic Pension to be fixed in VII pay commission.

After calculating the Basic Pension from the above two options, they can choose whichever is beneficial for them

Calculation for arriving your 7th CPC Basic Pension is described below through 5 Easy Steps

 Assume You retired at last pay drawn of ₹4,000 on 31 January, 1989 under the IV CPC regime, having drawn 9 increments in the pay scale of ₹3000-100-3500-125-4500:

              Your Basic Pension as revised in VI CPC = 12,543

Calculation Option -I

Step.I

Multiply your Your Basic Pension with 2.57

                    Basic Pension (VI CPC)   x   2.57

= 12543 x 2.57 = 32235.70 ( Paisa to be rounded off rupee)

Your basic Pension As per VII CPC = Rs.32236

Calculation Option-II

   Step-II

–    Identify your corresponding Pay Level in Pay Matrix
–    For that you should know your Pay Band in VI pay commission

[The Pay scale details will be informed you by Concerned Pension Paying Authorities when ever your basic Pension was revised as per the successive Pay commission Recommendation ]

for example for this pay scale of ₹3000-100-3500-125-4500,  the corresponding  Pay Scale  and   pay band for Fifth and Sixth CPC respectively is given below

In IV Pay Commission Your Pay Scale is 3000-100-3500-125-4500
In V pay Commission Your Pay scale is 10000-325-15200
In Sixth Pay Commission Your Pay Band is 15600-39100 – Grade Pay is 6000

         In Seventh Pay commission your Pay Matrix Level is 11

Step -III

Minimum Pay at this level -11 is Rs. 67700

Total increment earned on your initial pay on the date of Retirement is 9

So Count nine cells from the cell assigned as Minimum Pay in that Level 11

your index number in that Particular Pay matrix Level 11 = 10

The figure in Level 11 and Index 10 = 88400


             50% of this Pay will be fixed as your Basic Pension

Hence your Basic Pension will be fixed at Rs.44200/-

Step- IV

Choose whichever is higher to fix your Basic Pension
Basic Pension in Option -1 = 32236
Basic Pension in Option -2 = 44200

You can select option 2 as the fixation for Basic Pension in 7th Pay commission

Your basic Pension in 7th Pay commission = 44200/-

Note : 1.

Those who are retired in Sixth Pay commission regime would be aware of their increment and Pay Band details. It will be easy for them to calculate their Basic pension in VII Pay Commission using this matrix.
For other it will be very difficult to find out their Pay scale and quantum of increment details as of now. Also It will take little time for Concerned Department to verify the Pensioners record to ascertain the number of increments earned in the retiring level

Note -II

So 7th pay commission recommended that in the first instance the revised pension may be calculated using Calculation Option -I and the same may be paid as an interim measure

[ Your Present Basic Pension to be Multiplied by 2.57 = Rs .32236 ]

So Rs.32236 will be paid as Basic Pension as Interim Measure

After Checking the records of concerned individuals As per calculation Option -II

Then Rs.44200 will pe Paid as your Basic Pension

Subsequently the difference of higher amount also will be Paid as Arrears

7 th Pay Commission submitted its Report Highlights of Recommendations of Seventh Central Pay Commission :

1. Present pay Band system discontinues and matrix pay  introduced. The new pay table wef from 1.1.16 is 

New entrant pay scales are -

MTS 1800, Postman 21700,  PA 25500,  IP 44900, 

2. Pay fixation formula  is : Basic pay as on 1.1.2016 * 2.57  

example : If  'X' drawing ( 13690+2800) 16490 * 2.57 = 42379 it has to be fixed in the level 5 of above table corresponding 2800 GP line then the stage is 42800.

3. Increment is 3% and July 1st  it will be given just move one stage down in the same level. 

4. HRA   X, Y Z cities  24%  16%  and 8%  if DA raises 50%  it will be increased 27, 18, 9 if if is 100% DA  30, 20, 10

5. No change proposed in Deareness allowance formula  and DA from 1/16 is 0.

6.Transport allowance : upto level 2- 900, Level 3 to 8 - 1800,  above level 9  3600

7. MACP  10, 20, 30 only; Bench mark recommended from 'Good'  to 'Very Good"  ; If an official got  MACP  he will be placed in the next level on par with regular promotion.

8.  Travelling charges per day:  Level below- Rs.113/-   Level 6-8 is Rs.225/-, Level 9 to 11  Rs.338/- There is increase in 25% when DA raises 50%

9.  FOOD BILL  discontunued and Lump sum amount payable no receipt required. It will also raise 25%  when DA increase 50%     Rate per day   Below level 5 - Rs.500/-,  Level 6-8 Rs.800  Level 9 to 11 is Rs.900/-  ... Absence from the head quarter will be reckoned from midnight to midnight and will be calculated on a per day basis.     

if length of absence is <6 hours   -  30% of lum amount 

if length of HQ is 6-12 hours - 70 % lump amount 

absence from HQ is more than 12 hours   100%  lump amount 

10. LTC;  Extention of LTC to foreign countries is not in the ambit of the commission. Remainin no change 

11. Transfer TA  :  80%  of  the last basic pay drawn 

12. CEA :  2250     hostel  6750 it will be increased 25%  when raises 50% 

13. CGEGIS:   Premiuum 1500,  2500,  5000  per month    Insurence claim will be  15 lakh, 25 lakh and 50 lakh 

14.LEAVE;   Status Quo  on all including  encashment         In case of   CCL  1 st year no reduction in pay and for 2nd year 20 % reduction of pay recommended. 

15.  HBA  34 times of basic pay and restricted to 25 Lakh 

16. Computer advance 50000.

17. The following allownces abolished   :  Family planing increment, Funaral assistance, OTA, SB NQSA, Cash Handling, Treasurey allowances,  Cycle  maintanence allowance, 

18.  Gratutiy ceiling raised from 10 Lakh to 20 Lakh. 

19. Minumum pension will be 9000 from 1.1.16 in place  

20.  Our LSG  HSG II and HSG I  pay enhancement praposals rejected and  Grade pay of IP 4200 to 4600, AS P 4600 to 4800     SP 4800 to 5400 praposed for enhancement.   

21. Our demand for upgradation of education qulification for pa from XII ti Graduate not considered and raising of grade pay of pa to 4200 was also rejected.      

 Conclusion:  The commission report is not up to the mark. What confederation of CG employees is planning to strike the collective bargaining.  

Letus be prepared for the eventuality.

Biennial conference of NAPE Gr-c Vijayawada Division

On 8-11-15 32nd biennial conference of Vijayawada Divsion was held at BKPET HO under the chairmanship of Sri N.Adam President. The Circle Secretary and Sri M.Tirmalarao attended the meeting and addressed the conference. Sri Sivanagaraju ASP Hqrs Vijayawada din and President IPASP Association AP Circle attended as chief guest. He assured that, their association will extend support on agitations against common issues of the Postal staff. A grand felicitation arranged to retired employees, including our former din president Sri N.Adam. Finally Sri VBR Krishna and Sri K.Muralikrishan were elected as president and Secretary unanimously.  Circle union congratulates the newly elected body.

SC upholds HC’s judgment on old pension scheme

The Supreme Court has made it clear that employees engaged as daily wagers or on work charge basis prior to January 1, 2004, but regularised thereafter would be governed by the old pension scheme. 

Upholding a judgment of the Punjab and Haryana High Court, the apex court also made it clear that the new contributory pension scheme would not be applicable in their case as they did not fall within the definition of the freshly appointed. 

The high court orders earlier came in the case of Harbans Lal versus the State of Punjab and other respondents. 

The court was told that the New Restructured Defined Contributory Pension Scheme was introduced by the Government of India with effect from January 1, 2004, for new entrants to government service. 

Adopting the new pension scheme of the Union of India, the State of Punjab issued a notification on March 2, 2004. Amending the Punjab Civil Service Rule, the government made it clear that all government employees appointed on or after January 1, 2004, would be covered by the New Defined Contributory Pension Scheme. 

Thereafter, the Punjab Government, vide circular dated May 30, 2008, clarified that New Restructured Defined Contributory Pension Scheme would be applicable with effect from January 1, 2004, in case of Punjab Government employees whose services were regularised after January 1, 2004, though they were engaged as daily wager or on work charge basis prior to that. 

The circular and subsequent circulars in this regard were quashed by the high court in the case of Harbans Lal versus the State of Punjab and other connected petitions. 

The State of Punjab then filed a special leave petition in the Supreme Court, which was dismissed on July 30, 2012.

The State of Punjab then filed a review petition in which notice was issued vide order dated October 31, 2013. 

Around 58 other petitions were connected with this review petition by the Supreme Court. After hearing senior advocate PN Mishra and Neeraj Sharma for the employees-respondents, the Supreme Court dismissed all the petitions, thereby granting the relief of old pension scheme to employees engaged prior to January 1, 2004, but regularised thereafter. 

Dismissing the petitions, the Supreme Court further directed the State of Punjab not to file special leave petitions on similar issues. 

The development is significant as employees retiring after January 1, 2004, after regularisation of services on or after that shall now get pension after counting the entire daily wage service period.

Dear Comrade,

All of you may recall that the NJCA in its meeting held on 30th September 2015 in Delhi after considering the delay in submission of the report of the 7th CPC as also broadly taking stock the speculating and detail deliberations, unanimously decided to defer the proposed Indefinite General Strike of the Central Government Employees till next Budget Session and symmetrically it was also resolve to observe 19th November 2015 as Joint Nation wise protest day to all the country to press upon the Government of India to resolve the long pending legitimate demands of all the Government Employees.

All of you are therefore accordingly requested to take all necessary steps to jointly observe protest day on 19th November 2015. As per decision taken by the NJCA in the said meeting the member of the NJCA shall stage one day Dharna at Jantar Mantar in New Delhi on the said day.

Charter of Demands

1. Effect wage revision of Central Government employees from 1.1.2014 accepting the memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA. Ensure submission of the 7th CPC report with the stipulated time frame of 18 months; include Grameen Dak Sewaks within the ambit of the 7th CPC. Settle all anomalies of the 6th CPC.

 2. No privatisation, PPP or FDI in Railways and Defence Establishments and no corporatisation of postal services;

 3. No Ban on recruitment/creation of post.

 4. Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.

 5. No outsourcing; contractorisation, privatization of governmental functions; withdraw the proposed move to close down the Printing Presses; the publication, form store and stationery departments and Medical Stores Depots; regularise the existing daily rated/casual and contract workers and absorption of trained apprentices;

 6. Revive the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.

 7. Remove the arbitrary ceiling on compassionate appointments.

 8. No labour reforms which are inimical to the interest of the workers.

 9. Remove the Bonus ceiling;

 10. Ensure five promotions in the service career.

Cancellation of rail tickets gets tougher

Rail travelers having confirmed tickets will not get any refunds if they don't cancel four hours before the departure of the train. The railways has also doubled the cancellation charges in the new rules which will come into force from November 12. 

According to the new rules, there will be no refund on confirmed tickets after the departure of the train and one can get refund up to four hours before departure. Earlier from six hours before the scheduled departure of the train and up to two hours after the actual departure of the train, the cancellation fee was 50% of the fare. 

The new rules specify that between 12 hours and 4 hours before the scheduled departure of the train, cancellation fee will be 50% of the fare. Also, between 48 hours and 12 hours before the scheduled departure of the train, cancellation fee will be 25% of the fare. Earlier between 48 hours and 6 hours before the scheduled departure of the train, the cancellation fee was 25% of the fare. 

The change in refund rules is aimed at helping genuine passengers get confirmed tickets and check the tout menace in ticketing. 

The railways has also doubled the cancellation charges. The cancellation fee for AC3 confirmed ticket 48 hours before the scheduled departure of the train would be Rs 180 as against Rs 90 earlier, while for AC-II it would be Rs 200 in place of Rs 100. 

The cancellation fee of second sleeper class confirmed tickets would be Rs 120 instead of earlier Rs 60 while the charges for second class confirmed ticket will be increased to Rs 60 from the present Rs 30. 

For waitlisted tickets and reservation against cancellation ( RAC), one has to avail the refund up to half an hour before the scheduled departure of the train and there will be no refund thereafter. 

"The aim is to plug the scope of misuse," said an official, adding the changes are made to discourage touts and ticketing agents indulging in black-marketing of tickets.

Sale of Sovereign Gold Bonds(SGBs) through Post Offices

Sovereign Gold Bonds(SGBs) will be available for sale at all the Head Post offices in the country between 05.11.2015 to 20.11.2015 and issue price for Tranche has been  fixed as Rs 2684/- per gram of gold.Bonds will be issued on 26.11.2015 for applications received for investment in this period for SGBs.
