50 per cent DA in the basic pay is set to merge soon

As per Dainik Bhasker Article Govt. is ready to merge 50% DA with Basic Pay:-

38 million employees and 25 lakh pensioners electoral rarity

20 thousand crore additional burden on the exchequer 

Govt eyes on approximately 2 and half crore votes of Central government employees and pensioners and their families. Govt is preparing to merge 50 per cent dearness allowance (DA) into the basic pay to attracted approximately 38 lakh employees and 25 lakh pensioners. 

That would be in the next fortnight. If it happen, extra burden would cost of Rs 20,000 crore to the exchequer. 

It  may be pressure of employees of Trade Union/ threatening of indefinite strike by the central govt. employees with railway employee or it may be trial of attraction of 2.5 carores of voters. Infact D.A. is being merged with basic salary. The Secretary General of the AIRF Mr. Shiva Gopal Mishra who is representing nearly 12 lakh employees says last days, that he had correspondenced with the Prime Minister's Office and the Finance Ministry. He also met with Secretary of expenditure in this connection.

This indicates that it will be announced just after the vote on account of parliament. Press Secretary of National Federation of Indian Railwaymen Mr. S.N. Malik said that the Cabinet note in this regard has become according to  PMO sourcese. There is a file lying in the PMO at this time regarding this connection. It will be announced someday next week when Parliament is in session.

Infact DA of Central Govt. Employees reached up to 90% at this time and again due started with DA increment from 1st Jan. If this time there is an increase of 11 per cent on DA; it will be 101 per cent . Malik says that when the Fifth CPC DA had reached 72 per cent, 50 per cent DA was merged with basic pay without any demand from staff side. This time it is not being done. This demand of merger of 50 per cent of DA into basic pay DA of the unions is old. In view of this, , Minister of State for Finance Namo Narain Meena said in Parliament stated in August last year that Sixth Pay Commission has not recommended to merge the DA with basic pay . So the government is not doing so. However , now the situation has changed, in the view of general election, to woo the all the public the decisions are being taken. In this series, if DA has to be merged with the basic pay, then the exchequer put a burden of Rs 20,000 crore is estimated .

Combined bi-ennial conference of Group-c, Postman&MTS of Secundrabad Division/HO branches

The 24th Bi-ennial conference of Group-c, Postman & MTS of Secundrabad Division/HO branches were conducted on 2.2.2014 at Tirumalgherry HO. Sri D.Kishanrao GS, Sri G.Rabbani CS PM&MTS, Sri K.Venugopalreddy RR Hyd Cirty Regn, Sri P.Yadagirigoud, RR Hyd Regn, were attend along with Circle Secretary Gr-c and addressed the gathering. Sri Syamkumar board member of Secbad Cantonment was also attended the meeting. After following were elected as unanimously.
Sri DA Prasad, Sri B.Atchanna, Sri T.Srinivasareddy were elected as President, Secretary and Treasurer respectively for Secundrabad Division.
Smt Indrani, Smt P.Vijayalakshmi were elected as president and Secretary for Secundrabad HO branch.

OFFICE MEMORANDUM 

Subject:-  Action Taken on 62nd Report of the Department Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice on the Status of Women Government Employees, Service Conditions, Protection against exploitation, Incentives and other related issues -regarding. 

The undersigned is directed to refer to Para 20.1 and Para 20.2 of the 62nd Report of the Department Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice wherein, the Committee has drawn attention to extant instructions of the Government on age relaxation for appointment of widows, divorced woman and woman judicially separated from their husbands and who were not remarried allowing age concession up to the age of 35 years (40 years for member of SCs/STs) for the post of Group 'C'and erstwhile Group 'D' filled through SSC/Employment Exchange and has directed scrupulous compliance of these instructions by all administrative authorities. 

2. The Department of Personnel and Training's O.M. No. 15012/13/79- Estt.(D) dated 19.1.1980 provides that for purposes of appointment to Group C and D posts under the Central Govt. filled through the SSC and the Employment Exchange, the upper age limit in the case of widows, divorced women and women judicially separated from their husbands who are not remarried shall be relaxed upto the age of 35 years (upto 40 years for members of Scheduled Castes/Schedules Tribes) by invoking the provisions in the relevant recruitment rules, subject to production of a certified copy of the judgement/decree of the appropriate court to prove the fact of divorce or the judicial separation, as the case may be (provided through DoP&T O.M. No. 15012/1/82-Estt.(D) dated 06.09.1983). Further, this relaxation has been extended to Group 'A' & 'B' posts except where recruitment is made through open competitive examination vide DoP&T O.M. No. 15012/1/87-Estt.(D) dated 05.10.1990. 


3. All Ministries/Departments are requested to bring these instructions to the notice of all concerned including attached and subordinate offices for strict compliance.

Successful Dharna held at Circle office on 28.1.2014

As per the call given by the FNPO it's affiliated unions of our Circle conducted a massive dharna in front of CPMG office Hyderbad. Sri D.Kishanrao GS NUPE Gr-c inaugurated the programme and addressed the gathering. Sri K.Venugopareddy, RR Hyd Citry regn, Sri P.Yadagirigoud, RR Hyd Regn, Sri G.Rabbani CS NUPE PM&MTS, Divisional secretaries of City Region and many of the members were participated in the programme.
In Amalapuram and Narasaraopet more than 100 members were participated.

OFFICE MEMORANDUM

Subject: Jurisdiction of Postal Dispensaries located at Guntur, Rajamundry, Net lore, Vijaywada, Vishakhapatnam, Dibrugarh, Silchar, Chhapra, Darbhanga, Gaya, Muzaffarpur, Raipur, Vadodara, Ambala, Dhanbad, Behrampur, Cuttack, Amritsar, Jalandhar, Ajmer, jodhpur, kota, Tirchirappalli, Tirunelveli, Agra, Aligarh, Bareilly, Gorakhpur, Moradabad, Saharanpur, Varanasi, Jalpaigiri and Siliguri with regard to FMA for pensioners. 

In pursuance to that Deptt. of Post order No.2-2/2012-Medical dated 16.8.2013, I am directed to convey the instructions with regard to P&T dispensaries located at above mentioned places and FMA to pensioners are as below:-

1. The reduction in jurisdiction of the above mentioned postal dispensaries for the purpose of Fixed Medical Allowance to pensioners from 8 km. to 2.5 km at par with the Railways.

2. These order shall supercede all earlier orders on the subject and shall come into force w.e.f 01.09.2013.

3. All pensioners residing beyond 2.5 km. radius of the above cited dispensaries and desirous of availing Fixed Medical Allowance shall give an undertaking to this effect and surrender their Postal Dispensary cards to the Incharge of their respective dispensaries, who shall endorse the same on the said undertaking for submission to the Pension Paying Authority.

4. The Pension Paying Authority shall make necessary entries on the PPO of the Pensioner concerned and disburse FMA along with the pension as per prevailing rates (at present it is Rs.300/- per month).

Hon'ble Central Administrative Tribunal, Bangalore Bench has kept the orders on direct recruitment to the cadre of Postman from open market in suspended animation vide its order dated 24.01.2014 in OA nos 104/2013 to 113/2014 and directed the department to complete the reconsideration within two months.

Combined Bi-ennial Conference of Nandyal Division

20th Bi-ennial Conference of NUPE Gr-c, Postmen&MTS and NUGDS held at Nandyal HO under the presidentship of Sri Sriramulu. Sri B.Narasappa, SPO's Nandyal Divn attended the meeting and given inaugural address. Sri Gulam Rabbani, CS NUPE PM&MTS, Sri CH.Lakshminarayna CS NUGDS and Sri K.Ganenaik RR Kurnool Region were attended the meeting along with the Circle Secretary and addressed the gathering.
