NUGDS seeking information from Directorate through RTI regarding Number of GDS working beyond 5 hours.

GDS Conduct&Engagement Rules,2011




As per Conduct&Engagement Rules,2011

Rule 3 A(i) : A Sevak shall not be required to perform duty beyond a maximum period of 5 hours in a day.

Rule 3 A (iii) : A Sevak shall have to give an undertaking that he has other sources of income besides the allowances paid or to be paid by the Government for adequte means of livelihood for himself and his family.

Department of Posts clearly mention in C&E Rules and also replied in RTI " that no GDS perform their duties beyond 5 hours.

As per Rule 3A (iii) , alternative source of income criteria is also a mandatory one.

In these circumstances on what basis Officers of DoP direct the GDS to open more number of accounts and BD business which reflected in working hours of GDS and how the question of alternative source of income arises in the cases of Maximum scale GDS.

If DoP and Officers of DoP permit GDS to work more than 5 hours then automatically the Rule 3A(iii) of GDS C&E Rules automatically disappeared. This situation must amend the Rule 3A(i) of C&E and provide 8 hours duty to all Gramin Dak Sevaks.

If DoP implement the Rule 3A(iii) of C&E , then automatically , the  Officers of DoP should not insisted the Group of GDS who are in the maximum scale i.e.5 hours.

I think Officers of DoP not ignored the Directorate orders.

GDS Conduct &Engagement Rules, 2011 are non- statuatory ,illegal and  Un Constitutional.

Humble Request to DoP Officers:

1.We have a family wife,childrens,brothers,sisisters,mother,father,grand mother, grand father like you to look after.

2.We have also a dream to settle our children in good manner like you.

3.We are also interested to construct a house for safty living not like your Duplex.

4.We spent nearly 50% of our TRCA towards our family medical expenses.

5. My GDS after retirement became beggars in so many States unlike you.

6.Livelihood hood for majority of GDS is almost in danger position unlike you.

All most all the GDS recruited in the last decade are suffering a lot with so many problems.(we cant express so many strains because we are working in the world top most prestegious organisation)

Other wise , struggle definitly arises or Deaths of GDS on your account will definitly comes out.

NUGDS Khammam Division Team , Telangana Circle met Smt.Renukha Chowadary , Hon'ble Member of Parliament (Rajya Sabha ).





Our NUGDS Khammam Division team met Smt.Renukha Chowadary , Hon'ble Member of Parliament (Rajya Sabha ) on 22.01.2018 and conveyed gratitude towards her intervention in implementation process of GDS Pay Committee Report.

The Delegation also  requested the Hon'ble MP to take intiation for  amendment of the GDS Conduct & Engagement Rules, 2011 particularly Rule 3A(i).

Rule 3 A (i) clearly mention no GDS perform their dutied beyond 5 hours.

Delegation explained the RICT& IPPB structure and GDS are the only outlets for these Banking& Direct Benifit Schemes.

Hon'ble MP assured to take up this issue as a policy matter and will do needful to all GDS.

NAPE Group'C' AP Circle : CIrcle Council & CWC Meeting

NAPE Group'C' AP Circle : CIrcle Council & CWC Meeting.

CWC and Circle Council of National Association of Postal Employees Group'C AP Circle was held under the presidentship of Sri.R.Sudhakar Circle President from 21.01.2018 to 23.01.2018 at Eswar Residency , Machilipatnam.

 Sri.D.Kishan Rao, General Secretary  attended as chief guest and addressed the Council. The chairman of Machilipatnam municipal corporation Sri.Baba Prasad attended the meeting as guest of honour and extended his support towards working class. General Secretary detailed the happenings at CHQ level with regard to technology development, cadre restructuring,Rural ICT, IPPB.He has narrated the anti- employee policies adopted by the Central Government which will create dangerous to the unity of the employees and Trade Unions. He also condemned the attitude of Union Government in not declaring the result of the membership verification held during 2015.

All the Council members have participated in the diacussion.The issues regarding assignment of targets to operative staff distrubing  their daily work and also routine which has been resulting pressure on the official and his family. The issue related to non supply of forms and stationary as per the requirement and harassing the officials for achievement of targets with out supplying necessary forms as per the target fixed by the officers itself.The issues related to CSI and shortage of lazer printers and other hardware,the inactive attitude of the administration to provide requisite hardware and peripherals  is pointed out. The inhabitable and non living conditions of the quarters provided to the officials working at rural and also urban are widely discussed and many of the council members opined that the concept of post attached quarters should be reviewed as per the present scenarios.They also expressed the concept of post attached quarters should be abolished and the quarters alloted to the staff should up the standards with regard to area and facilities.

The members has raised an issue regarding counting of training period for the purpose of MACP/TBOP/BCR and non implementation of rules issued by the Directorate at divisional levels.
The problems faced in implementation of CSI are discussed in detail.The Council has come to a conclusion that the training given before implementation of CSI is not sufficient and the process of training to the officials to be conducted continuously. As there is a much confusion about the works to be carried out at accounts branch level. So as to maintain an uniformed accounting procedure across the Circle and to clear the  ambiquety between different levels a work shop has to be conducted.

The council was conducted like a brain storming session. In the CWC meeting to the post of Asst.Circle Secretary  Sri.RLSR Prasad , PA Vijayawada ( Deputation at RO) is nominated and elected towards the vacant post.The views of the council members are discussed and resolutions are taken.

On 21-1-2018 joint bi-ennial conference of Machilipatnam division held under the presidentship of Smt. P.Padmavathi at Esawr residency. Sri D.Kishanrao, GS , Sri Sivaji vasireddy, CS , Sri Sastry cs piv and Sri Ch.Lalkashminarayana cs NUGDS were attended and addressed the gathering. Smt P.Padmavathi, Sri M.Sivaprasad and Smt Veeranma were elected as Divisional President, Secretary and Treasurer for Group'C' ;Sri.E.Srinivasa Rao ,Sri.K.V.Narayana, Sri. S.Bhaskara Rao for Postman&MTS respectively. Circle union conveys best wishes to the newly elected body.
