1. Who are entitled for CGHS facilities

3. For CGHS cards , as dependant , what is the meaning of the word “ family”
The term ‘family’ means and includes:-
1. Husband or wife as the case may be and other dependant family members.
2. Dependant Family Members:
parents, sisters, widowed sisters, widowed daughters, minor brothers and minor sister, children and step-children wholly dependent upon the Government Servant and are normally residing with the Government Servant.
Also now included , dependent divorced / separated daughters ( including their dependant minor children) and step-mother.
3. The term dependency means that income from all sources including pensions and pension equivalent of DCRG benefit is less than Rs.3500/- plus amount of DA on Basic pension of Rs3500/-per month.
However, there is no such clause as dependency in respect of spouse.
4. What is the procedure to register with the CGHS?
Pensioners:
1. One can get a CGHS card made from the office of AD / JD of the
City.
2. Forms can be downloaded from CGHS Website or can be taken from office of AD / JD of city.

Subject: All India Protest Day for 19th September, 2018 – Instructions under CCS (Conduct Rules), 1964 – Regarding.
It has been brought to the notice of the Government that National Joint Council of Action (NJCA), New Delhi has decided to observe “All India Protest Day” on 19th September, 2018 in support of the following issues:
i. Upward Revision of Minimum Wage and Fitment Formula,
ii. Scrapping of the New Contributory Pension Scheme; and
iii. Allow Option No. 1 as one of the Pension Fitment Formula.
2. The instructions issued by the Department of Personnel and Training prohibit the Government servants from participating in any form of strike including mass casual leave, go slow etc. or any action that abet any form of strike in violation of Rule 7 of the CCS (Conduct) Rules, 1964. Besides, in accordance with the proviso to Rule 17(I) of the Fundamental Rules, pay and allowances is not admissible to an employee for his absence from duty without any authority.
As to the concomitant rights of an Association after it is formed, they cannot be different from the rights which can be claimed by the individual members of which the Association is composed. It follows that the right to form an Association does not include any guaranteed right to strike. There is no statutory provision empowering the employees to go on strike. The Supreme Court has also ruled in several judgments that going on a strike is a grave misconduct under the Conduct Rules and that misconduct by the Government employees is required to be dealt with in accordance with the law. Any employee going on strike in any form would face the consequences which, besides deduction of wages, may also include appropriate disciplinary action. Attention of all employees of this Department is also drawn to this Department’s O.M. No.33012/1/(s)/2008-Estt.(B) dated 12.9.2008, on the subject for strict compliance (enclosed as Annexure-A).
3. All officers are requested that the above instructions may be brought to the notice of the employees working under their control. All officers are also requested not to sanction Casual Leave or any other kind of leave to the officers and employees, if applied for, during the period of proposed protest, and ensure that the willing employees are allowed hindrance free entry into the office premises.
4. In case employees go on protest, all Divisional Heads are requested to forward report indicating the number and details of employees, who are absent from duty on the day of protest, i.e., 19.09.2018.

The first circle council meeting of NAPE c, MP circle held at Hotel Shelter IN, Chattarpur on 16/9/18 under the chairmanship of Sri DK Tiwari circle president. A grand open session held at 12 pm. Sri Virendra Kumar , Honble minister for state Women and Child development , minority affairs, Smt Archana Mayor, Chhatarpur, Sri Sivaji Vasireddy, GS NAPE c, Sri TR Mandaloai CS MP circle, Sri Chowhan SSP Chattarpur, Sri Singh District Telecom manager were attended as guests.
GS nape c submitted a memorandum to Honble minister on GDS pay committe issues and removal of ceiling on work hours. Minister assured to take the matters with Honble MoC and Honble PM also.
In the council division secretaries and CWC members raised CSI, MACP bench mark, Grade in APAR,Aadhar enrollment in B class offices, dequertization, RTP case , no recruitment in GDS/mts/postman cadre since two years etc problems.
CHQ already taken up many issues and GS assured to take care of remaining issues. Reception committee headed by Sri Manoj DS Chhatarpur and his crew made excellent arrangements to all participants.

From past 30 years there was no representation by National Unions in this division.

OFFICE MEMORANDUM
Subject: Grant of Dearness Allowance to Central Government employees - Revised Rates effective from 1.7.2018.
The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/1/2018-E-II (B) dated 15th March, 2018 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government, employees shall be enhanced from the existing rate of 7% to 9% of the basic pay with effect from 1st July, 2018.
2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.
3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).
4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.
5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

NUGDS delegation Consisting of Sri.P.U.Muraleedharan GS , Sri.Ch.Laxmi Narayana President CHQ, Sri.K.Venkata Ramana Dep.CS TS Circle and Sri.Ch.Koteswara Rao Circle Treasurer TS Circle met Dr.Sanjeeva Reddy President INTUC at Sramik Kendra INTUC Head Quarters ,New Delhi on 06.09.2018.Delegation explained the present situation of GDS in detail particularly non implementation of positive recommendations of Kamalesh Chandra Committee and removal of Rule 3A(i) and requested his intervention for justice to GDS.
Delegation again met Dr.Sanjeeva Reddy today at INTUC New Delhi office and discussed regarding the GDS issues and submitted a detailed memorandum.
President INTUC immediately responded and wrote a letter to Sri.Manoj Sinha Hon'ble MoC and a copy forwarded to Secretary,Department of Posts for immediate implementation of positive recommendations of Kamalesh Chandra Committee and also take necessary steps for removal of Rule 3 A(i) of GDS Conduct&Engagement Rules,2011.
Delegation also requested Hon'ble President INTUC to include the GDS issue in the National Convention Demands which will be held on 28 th of this month.He assured the delegation that he will look after the matter at an earliest.
National Unions committed and assured the GDS cadre for early removal of Rule 3A(i) of GDS Conduct & Engagement Rules,2011.
