On 20 Jun 2019 TN Rahate SG FNPO,  Tyagi GS NU R3, Sivaji Vasireddy, GS NAPE c, and N.Mujawar Deputy GS NUPE PM&MTS are attend the PNOP meeting at Dak Bhawan, New Delhi.  

After establishment of parcel Directorate,  department wants to improve our parcel business through PNOP and  Nodel Parcel delivery. We are dealing only 4% parcel business in the country and it should be raised to 15% by 2026. To reach this goal  we have ensure prompt delivery with reliability. Intention is parcel should be delivered at the door steps of the customer with in the prescribed delivery norms.  

A software supplied to all circles to determine how many Nodal delivery hubs required based on volume and distance.  Above 2kgs parcels will be delivered through Four wheelers and remaining through Two wheelers.  In all hubs will be established with an unique structure and also staff friendly infrastructure for transportation,  sorting,  closing of bags and also for dispatch. 

Unions welcomed the proposal with the following suggestions. 

 Nowadays there is drastic increase in parcel business.  

▪1) Necessary steps to be taken to overcome acute shortage of staff in RMS and postmen cadre.

▪2) Department should have own transportation system and  not depend on railway/ State transport.                                              

▪ 3) Review should done in the present mail connectivity system to arrest the unnecessary delay in bag  conveyence.  

                                       

▪  4) Financial powers should be given lower level administration to over come transportation related problems.

On 20 Jun 2019 and 21-6-19 T N Rahate SG FNPO,  Sivaji Vasireddy, GS NAPE c, and N.N.Mujawar Deputy GS NUPE PM&MTS are met Secretary and Chairman Postal Services Board,  Member Personal,  Member PLI,  Member Planning,  Addl DG,  DDG personal,  DDG SR & Legal and ADG GDS PCC and discussed following issues. 

                                                            

▪1)  Declaration of membership verification 2015 immediately and issue instructions to hold periodical meetings at all levels - file is under process and we are expecting orders in the next week.   

                                      

▪2) Revision of GDS transfer policy - we demanded to lift the condition one post to another post,  one level to another level and vice versa.. Submitted letter stating Rule 3a iv, and positive reply given by the officers.   

                                                           

▪3) Submitted a letter on Accountant allowance - first meeting of the committee  held  on 19/6/19... ₹1500/- allow expecting.     

                                                  

▪4) demanded to hold periodical meetings to all affiliated unions and agreed.    

                             

▪5) Requested to fill up GDS post in RMS with contingent staff and casual labour.      

                      

▪6) Requested to revise the eligibility condition appointment 1-12-2010 instead 1-9-1993 for selection of casual labour to  MTS as per seniority quota.    

                      

▪7) Requested to consider all rejected GDS compassionate cases for appointment in the light of abolition of point system for CRC.   

                                                   

▪8) One time absorption case of AP circle.    

                                                    

▪9) Revision of gratuity for GDS from 1.5lakh to 5lakh as recommended by the committee.

                                                  

▪10)  Reposting of terminated  Postman candidates  based on High court Aurangabad WP.     

                                                                

▪11) Maintenance of Postal staff quarters by allocating sufficient funds .E.g. sahara P&T colony  and Darjeeling.     

                                                                                        

▪12) We already demanded for  de-linking of PA/SA recruitment from SSC - replied that process is under final stage and from 2019 vacancies department will conduct examination.   

                                                                 ▪13) Demanded to hold separate meeting with unions before finalization of different RRs like PSS group B,  HSG i, ii,  LSG   

                                                           

▪ 14) Regarding Postmaster cadre merger issue - all formalities completed and it is going to approve in Postal board meeting 26-6-2019. 

                                                    

▪ 15) Requested to take all remedial measures for smooth functioning of CSI and RICT. 

                                                                 

▪16) Regarding incentive for PLI and RPLI department is going to issue orders to pass bills with out observing the fund availability.
