1)A legal cell in every division level should be constructed in which one retired judge , one class 1 retired officer and one class 1 officer from other central department are members and review all departmental representation , appeals and petitions and settle at the end them,
2) accountability should be fixed on officer responsible for not settle employee representation as per rules
